It’s not about running out of budget. They do this because they don’t care that people will pick apart literally every frame and find fault with it. The vast majority of people who see the movie will definitely not notice or care.

There’s a couple of pairs that look really similar, but there’s so many largely-obscured ponies circled that the circles are getting in the way of seeing whether they really are palette-swap clones, rather than similar ponies with (near-)identical expressions.

A 15 to 20 million budget is small, even for an animated film these days.
For example, sponge out of water had a budget of around 75 million dollars.
 
I’m just guessing, I know Prince of Egypt had about 70 million so my numbers are probably way off, lol.

Hey, I can barely cope with changes to the animation. If Equestria wasn’t populated by clones, I might just start really freaking out here.
 
I’m also glad to see Celestia is still clearly useless, and the Equestrian military still couldn’t fight their way out of a paper bag. Makes me feel much more comfortable that they’re not changing things up too much.

Even though they haven’t released the budget, which they will once it is released. It have to have had at least 4-8 million into the movie, another 3-5 million on promotion so yeah while its no transformers monster budget, it’s a shame they (animators) had to cut corners on what is the premiere movie for MLP, and to be fair, I’m not really nick picking. I’m totally digging the new models and how smooth and fluid the animation is, I am even going as far as to say this could be the movie that could bring back 2D animated movies which I’m hoping thats the case.

OH NO! Something the show has done since season 1 episode 1! The horror of making an animators job a bit easier. I’m honestly confused why you expected them to make every single pony in massive crowd shots different just because it was a movie.

Actually, Hasbro hasn’t released info on how much the film costed, but it’s most likely significantly less than most major films coming out. On the plus side, a smaller budget means they have less compromises to make with the studio and executives. Most major movies have thousands of talentless executives making horrible changes in a misguided attempt to make more money, but with less budget, the creatives will be left alone more.
 
I think the film looks really good for the most part. The copied faces don’t bother me at all. The only part that looked cheap was the ugly CG ship that looked like a PS1 game.
