The “Westphalian system” was older than the day it was established. We ran on that system since the middle ages. 
It’s only that the Westphalie’s Accords made all participants recognize each other and settle all borders conflicts for that time being. 
Also, making clear the basic rules of diplomacy and States’ rights.

Incursions into the middle east or unfriendly other powers (such as north korea for example) when you’ve been explicitly told STAY OUT do not end well if they’re explicitly against the ruling government’s orders.  
No matter how friendly your intentions are, its a slight to the government and a challenge of their sovereignty, which most governments take more seriously than the wellbeing of a few of their citizens.
 
For example, if you went into Iran and helped some of its people and left, the government would most likely threaten said villagers with absurdly horrible punishments unless they agreed 100% to say that the “invasion” was a malicious one or whatever else the government told them too.

no no, in real life the pegasi would swoop in, then blackmail the villagers into swearing fealty to equestria or they’ll let the storm murder them. then they’ll imprison the villagers, brainwashing them so they can be used as inside agents to try to destabilize the gryphon government.
 
then history classes will teach us “see why we should let the foreign babies die? the entire and only problem was in crossing over that imaginary line, which can never be justified!”
