If you read it, then you already know why. Ember declared war on Yakyakistan because, when Prince Rutherford named Pinkie Pie an honorary yak in Not Asking for Trouble, he inadvertently broke an ancient bond between the dragons and yaks that was established by the first Dragon Lord and the first yak prince. Ember and the dragons scorched the yak village and forced the yaks and ponies into hiding in a cave, resulting in the panel you see above.
