Yep, it seems the writers were content with relegating Spike as a side character
Sadly it went nowhere since he was never called on again and no explanation on why he got a throne.
When the map first made it’s appearance in show, you could clearly see 7 (SEVEN) chairs

It’s silly that people still think that there weren’t plans for spike to be apart map.
In-universe answer: when the map senses a problem they would be best suited to solve.
Real answer: When the writers decide to do one.

Didn’t she only list off combinations of her friends?
There was never any evidence in the show that the map is unable to call other ponies or creatures.
Twilight even verbally suggests the map is able to call others back in season 5. Clearly, Twilight doesn’t have any in-universe reason to think the map is only able to call her pony friends either.
Which was pretty much my only concern I had about that
