Headcanon: Upsies like this is an instinct of parents or older siblings with pegasus foals to help train their wings during early development. Scootaloo’s family, if she had any, canonically didn’t help raise her confidence, so likely didn’t do upsies training either. Rainbow Dash, whether she realizes it or not, is making up for lost time and will eventually enable her to fly.
