It was a bit of both. See, it started with Lauren going to make Celestia a Queen, Hasbro said “no”, so she backed off to princess, then realized that, for Luna and Celestia to both share the same level of authority, neither one could be queen and Princess was the highest rank they could keep.
 
That said, King Sombra and Queen Chrysalis are the only outright “king” and “queens” mentioned in the show. Thorax is referred to as “leader of the Changelings” and the King/Queen of the dragons is “Dragon Lord”, which technically means king but doesn’t use the word directly.
 
However, I have a feeling that with Thorax being the leader he is, he’ll be called King properly one day and kids can see that as a nice thing.

I think it should have been from day one. This show was all about breaking girly stereotypes yet Hasbro did not get that. lol

That was from day one Hasbro finagling. Celestia was to be a Queen, but the execs said “No, little girls associate queens with evil! She can’t be queen!” and so queens and kings are seen as “evil”.
 
The writers are trying hard to show that isn’t the case as these different people show up.

I don’t get it. Why would Thorax be a king but Pharynx only be a prince when Celestia and Luna are both princes. It seems to me in this show Princes and Princesses are good but Kings and Queens are deemed all evil.

It’s not about height. Luna is the younger sibling. Pharynx is the older sibling. The comparison doesn’t work just because they’re both darker-colored compared to their sibling.

Also, headcanon: I see his role in the pack as something like commander of the royal guard, something higher ranked than captain.

Siblings, formerly at odds but now reconciled, the shorter one has a “darker” color scheme and characterization than the other, the taller sibling is the one seen as the most “in charge”…

Yup, we also have it stated that changelings didn’t really have much of a culture and are only now trying to develop one. Thorax stated all they used to do was patrol and forage. He and hsi brother do seem to have been born less constrained by the hive mind of the others.

honestly they are the only two changelings shown that were capable of it. All the other changelings were incredibly aggressive. likely pharynx protected thorax through theri entire lives.  
basically they had more will. and both of them became this. interesting.
