I always felt they were like that. Luna being the hip and eccentric pony for the kids and Celestia being the serene yet still somewhat quirky pony for the adults.

I get the joke, but it doesn’t work. You can’t put shampoo/conditioner on hair that is IN water, and we see her putting it on above water in the last comic. If anything, it should be her entire lower body that’s pruny, since that would be the part that was in the water for 3 plus hours.
