Be the leader of my royal guard, this sentence has a lot of power and it is one Twilight has struggled to utter for a long time.
Who does she offer this position? She would give it to Rainbow Dash, but she is living her dream as a Wonderbolt. Should she give it to Tempest? Or maybe Flash?

Let me rephrase it: Think Wonderbolt Academy back in season 3.
Lightning Dust was an amazing flyer when she was made lead pony. However, her other personal problems meant she ultimately wasn’t fit for the role. Being a good lead flyer took more than just being great at flying, but the right mindset and judgement. You’re right that I have no canon idea if Flash has the right stuff, but I’d say Tempest, at the moment, needs to do some work first.
Sounds like a character that hasnt been seen in 3 years.

although Twilight’s a powerhouse on her own. Really, all she needs are a few retainers to keep a lookout for her, since ambush is always an effective strategy.

It would be up to Twilgiht in the end even though this isnt even going to happen she hasn’t needed guards for going 5 seasons and a movie just locking your doors is good enough.
To be fair, with the exception of the Mane Six, the Princesses and her own circle of friends, nopony knows what Starlight did. Tempest on the other hand lead the Storm King’s forces in invading Cantorlot, turned three of the four princesses into stone lawn ornaments and sent the fourth and her friends(who are all also the Elements of Harmony) fleeing for their lives in front of hundreds if not thousands of witnesses. Sure Twilight and company will vouch for her saving them and helping restore the other three royals but I can’t see the rest of the pony citizens welcoming her with open hooves let alone accepting her being in command of the Royal Guard.
Fair point, but the point I was making was that Tempest had a disadvantage on those fronts due to being the former right hand of an evil overlord. Meanwhile, it’s most likely Flash is at least okay on those fronts, and has experience in the actual role. I agree that Tempest is an amazing soldier, but Captain of the Royal Guard is more equivalent to being the police chief, requiring a completely different skill set. I’d figure her more to be a bodyguard or frontliner type.
Yeah, I truly believe Tempest’s heel face turn was genuine, but that doesn’t mean other ponies or even herself are ready for her to be a Captain of the Guard yet. If her backstory is true, she has decades of socialization to relearn and might-makes-right philosophy to undo, stuff that doesn’t happen overnight. It’s not impossible, Starlight and Sunset are prime examples of this, but it’ll take months, maybe years, and definitely a 22-minute special at the least. And if the drawing for next Guard Captain was tomorrow, Tempest might want to pass for now.
Everything you said could be the same for Flash he hasn’t been shown since season 4 and has never shown any evidence that he could do the job better than Tempest.
Is literally saving the world not good enough if a reason for ponies to trust her? Starlight literally made the apocalypse happen but she seems to have ponies trust after saving the mane 6 which Tempest has also done. She was the Commander in the Strom Kings army so she can easily lead ponies she had the castle under her control in a few minutes.
It isn’t outright stated, but evidence in support of that theory is pretty overwhelming. Sentry is a dead ringer for Magnus with swapped mane colors, they’re military ponies, they’re pegasi, and their names follow a family naming convention (eg Twilight Sparkle and her mother, Twilight Velvet). Speaking as a writer, you don’t layer on that many similarities for absolutely no reason at all.
As for running the guard, it’s definitey more than might makes right. Tempest is tough, but is she ready to run a peacekeeper force fairly and justly? Does she have the social skills and ethos to inspire her subordinates and communicate with the citizenry? And would guardsponies follow her, knowing that for years she was a big shot in a slaver empire?
It’d be like if Darth Vader just switched sides at the end of the war. The rebels would probably accept his surrender, and might even let him join the battle, but they wouldn’t immediately give someone of his reputation command of their forces.
Drugs and delirium
When was it stated that Flash Sentry and Magnus were related? Tempest has shown abnormal strength for a unicorn much stronger and agility than most Earth Ponies and she still has magic in her horn.
As much as I like Flash and think he’s a pretty tough dude (coming from a line of military ponies starting with his ancestor Flash Magnus), I got to admit that his lack of presence doesn’t guarantee and badassery.
We never seen flash fight before.
