If you guys want a boring explanation on why this probably happened then here ya go: They seem to animate using a combination of tween animation mixed in with bits of frame by frame to speed up the process (I don’t work for Hasbro so I can’t confirm their process to the exact but it’s 100% uses some form of tween animation rather then being all frame by frame).
 
When animating with tweens or puppets or Duik it’s common to create legs that go relatively far up the skirt so you have freedom to move your character when doing a scene like this. Though in EqG fashion a few goofs slip through and in this case it looks like the skirt line was meant to be lower. Since the line was positioned too high the pink hue of the skirt is still there between each leg but the line doesn’t connect it to the skirt, making it look like a up skirt shot :P Honestly I’ve seen a lot of goofs in Equestria girls and this is just another one on ever growing list. (I always like this one with fluttershy’s skirt being in both sitting and standing poses: https://sta.sh/0mzgvkspf2p). I haven’t analysed this scene but judging by Pinkie’s face being off model I imagine it’s not a key frame and is an in between, which are (rightfully) viewed as less important then key frames so most mistakes will usually happen on in betweens since they’re just to smooth out the motion between two key poses.
