Maybe ponies are just small.
Proportions definately seem adult to me, but you’re right that it’s not definite since some draw foals with those proportions.
And lack of diaper isn’t proof, but it’s a noteworthy lack of evidence for (like 75% chance should have one if foal. And if it were IRL I’d have a heart attack at a foal not having one).
