That’s why Starlight gets so scared when ‘Mother’ Celestia and ‘Aunt’ Luna get angry.  
Though in Starlight’s case, it’s heavily implied she perceives them the other way around,  
as I’m sure some other canon ponies do.

Celestia is the “designated adult” in the show. So naturally she’s every pony’s mother figure.

I like to think ponies think of Celestia in more or less the same way children think of their mothers – this wise, caring, knowledgable person who always knows just what to do to make everything better again.
