BEFORE would be more powerful, but I think AFTER would suit the flavor better, and you could reduce the cost in return.

I preferred this because the hero power synergy. This isn’t meant to be a downside for your opponent as much as it’s meant to be an upside for you, in a aggro Paladin. I went through multiple versions of this, it was even a Warlock card for a bit. But this is just what I found to be a good middle ground, with a good effect that isn’t too broken.
 
Also, that would be best worded as Whenever your hero attacks, silence its target. As when your hero attacks effects trigger before dealing damage. And you always want the least words possible describing a cards effect in Hearthstone, just as a rule of thumb.

It seems more appropriate for this to have “Whenever your hero attacks a minion, Silence that minion before dealing the damage.”
