That is indeed true. Some Muslim communities even have no dress code. It is rather complicated.
In certain countries, very few and not one in the photo, requires women to wear that kind of clothing. These counties are heavily influenced by their branch of their religion, and when these people leave their country, they might still practice it.
It’s true that she can just take it off, and no one will stop her. But, if you have been told you can’t do something your whole life or else you’ll upset a higher power that you also believe in, it will be very hard to go against it. It also becomes the norm and you can feel uncomfortable going against it. Or she might simply enjoy it.
However, most Muslim countries (to my little research) don’t demand this kind of clothing. But they do often demand you to be covered from below knee, up to and including the shoulders; for both men and women, and no tight clothing.
No. Her religion makes the choice. Do not be naive. I know how restrictive peer pressure is. Were she to make her actual choice, she would just wear whatever is comfortable, we all do.

Never really considered that. Where I live we don’t really get much, if any, chances to swim so I never experienced that before.
Because I have empathy and I know dressing like that in water is a rather uncomfortable thing. You can see her clothes are wet, and that is why swimsuits are made of as little fabric as socially acceptable (I think all attractive people should wear a Borat style swimsuit and all unattractive people should dress in victorian swimsuits), because getting wet clothes lead to discomfort. I know because where I live floods are common, and I once walked knee deep in water. It is horrible to wear such uncomfortable clothes at the beach.
