Oh, I know that. I just find it funny how both Anonfilly and Lucky Clover are both earth ponies and referees. And this is too cute to resist.

You can have any headcanon if you really want. You can even decide that Celestia is four cannibal cakes in a costume if you desire, or that Spike is somehow Twilight real dad.  
But if you want stay “real” canon : Anonfilly is a human that got turned into a pony (with or without consent, on purpose or accidentally - doesn’t matter).
 
That said, you can definitively have a setting where that her argument about “I’m a fucking adult, I don’t need parents” was rejected and she got forcefully adopted by whoever you want. You just can’t have her be Lucky Clover’s biological family.

Can we have a headcanon that this referee anon filly is Lucky Clover’s younger sister/daughter? Cause that’d be cool.
