I don’t think so in the case of Rarity (though her human EQG counterpart likes using nail polish). But Twilight got her hooves polished.

Ponies also had their hooves polished in G1 and G3. And it’s possible to polish a real horse’s nails too, so Pinkie’s hooves being polished here wouldn’t be too far of a stretch for me to imagine.
