Well, it nearly resulted in a disaster because Sunset Shimmer brought Equestrian magic to the human world. The Sirens were just powerful enough to get people to argue and little else before that.
Following that logic Sunburst is the responsible for every bad thing Starlight ever did. And since she was the more competent and successful antagonist, that means Sunburst is a bigger villain than Starswirl.

if that’s even Canon anymore– they Retconned the Fiendship for the sirens as being completely wrong, and they’ll be Probably retconning sombra’s too since he’s the S9 premier villain
I wouldn’t be surprised if they have a new origin for the changelings in the works to wrap up chrysalis’s plot.

OK, no, that last one is legit. He should have just killed them, not just dump them on humanity where they nearly took over and would have came back with tanks, guns, and nuclear weaponry. Starswirl FUCKED UP.

Depends, really. Starswirl himself may not be a villain due to good intentions and no way of knowing how it’d turn out. I mean, technically the land had peace for 1000 years due to his actions; and while it may have been a stroke of luck, the 1000 year difference coincided with the formation of the exactly necessary group of ponies that allowed for the final defeat of relatively-contained villains. The miscounting of the Elements of Harmony is certainly a fatal flaw, but I don’t think enough to make him an outright villain.

Honestly, I don’t even consider the comics that much cannon. I mean, the continuity errors are so many, it’s impossible to see them as cannon. Heck, the show itself is having trouble keeping up with it’s lore.

Apparently, in the comic’s morality, trying to do the right thing and not doing it perfectly (the Sirens were defeated in the end because they didn’t have their full power from the start) is worse than trying to spread misery and torment.
