The artifacts I’m seeing must be from the fact that the picture itself is a .jpeg.

… Actually, I hadn’t even noticed >>119322 before. Someone apparently had the idea before me. I just added some noise, saved it with low compression in Photoshop, and added the Hug logo, black headers and added the media bar from VLC at 75% opacity…

I made a .gif once
That would make sense.
 
Then you could just save it as .jpeg a few times to get the artifacts. And it’s trivial to turn an image into a video stream, which you could play in VLC and get a screencap thereof.

Yeeaaah. Pretty sure this isn’t from an episode. At least, none that I know of.
