According to the fanfic in which Fanta (the person giving Sunset a checkup) debuted, Fanta is a robot teenager built to ‘bring people’s fantasies to life for a small fee’ (in her own words). What she is wearing is actually a bikini top with a short skirt. I’m assuming this was a decision on the part of her designer.
