^Not necessarily, why would they have to mention it? I think if Fancy was meant to be taken as being single and available they wouldn’t have even included Fleur to begin with, since there was absolutely no reason for there to be there hanging all over him. Otherwise, I agree with candrew about the ship, it seems like too big of an age/maturity/seniority difference and Rarity has shown no romantic interest in him, or vise verse.

I’m a big Fancity shipper, but I’m not ignoring canon. We only saw Fleur in ONE episode, and he didn’t even say anything about her being any kind of significant other. I’m pretty sure if they were romantically involved, ONE of them would have mentioned it.

The think that gets me about Fancy is that he gives off the impression of a.) being substantially older than Rarity, and b.) being like a mentor to her. There’s also the fact that Rarity doesn’t show any attempts to flirt with him, and Rarity has shown several times that she flirts rather freely.
 
I do like how Fancy, even though he originally interested in Rarity as a character solely because she was staying at the palace, eventually warms up to her and even accepts her friends at the end,

Well we never see Fleur again for the rest of the episode.  
But that still could mean she was just there to prevent a ship.
 
I like the ship because they work well together. He’s the gentleman she’s always wanted, and for him she’s more than just a pretty face whereas Fleur just seemed to be a pretty face (I say that without us knowing anything about her)
