It’s a funny thing about nightmare fuel… a lot of times it’s intended to be humorous, but crosses a line into some uncanny valley somewhere. Mileage may vary.
 
Consider the recent episode of the new Duck Tales with the kelpies, where we get Andrea Libman’s Fluttershy voice nonchalantly coaxing the cast to hop on her back so she can drag them to a watery grave. I laughed, personally… but from another point of view it’s kind of morbid. And of course the Addams Family have been doing morbid since 1938.

I would consider this to be an allegory of some social problem.
 
For instance, Ocellus as a monster girl represents:
 
obsession with fashion and materialism (dress),  
frequent truancy and laziness (wings on the head),  
lack of empathy and a fake beauty facade to appease others no matter what (her gesture),  
and treachery and corruption (monster head).
 
I think she also makes a good representative of the idea behind the amusing concept of || Роисся Вперде!!! ||™.
