I suspect the latter.
Rather likely one of two things happened:
1: Chryssy was the one who set up the photo shoot in the first place.
2: She ambushed the photographer and… well… removed them for good before taking over.
The “ten minutes late” would imply the latter, and considering HOW paranoid Chryssy is at the moment, we’ll likely never see a random photographer pony who is strung up somewhere.
I mean… she doesn’t have anything to do but evil plotting, why would she be late other than she ambushed the photographer?
I interpreted that as just part of Chrysalis’s deception.
They were expecting an official reporter but he never came. Instead Chryssy appeared (ten minutes too late).
Nothing was ever said in the episode about Shutter Bug not being who they were expecting as far as I’m aware.
And yet they were expecting an official reporter who never appeared.

No. But the episode implies it pretty hard that Thorax made everything up on the spot. Spike came up with the name.
And even if Crystal Hoof exists somewhere, Thorax didn’t do anything evil to him. Why would Chrysalis endanger her already poor plan with some random pony, when she can just make up a pony?

Nu-changelings seem to be able to do it, but we never see purestrains do more than impersonate actual ponies.
Thorax’s disguise (Crystal Hoof) was a pony who never really existed. Most likely Shutter Bug does not exist either.
There’s also Crystal Hoof and whomever Ocellus turned into.
You know its not impossible to just make up a pony. I mean hell Chrysalis was too lazy to even change the eye color she had.
You’re implying there ever was a real Shutter Bug.
