Not in Ponyville, that job is reserved for the mayor which Twilight is not. It the mayor who get to decide on who live or doesn’t live in Ponyville. And for the mayor to ban Starlight, she would need a reason. So far Starlight haven’t cause any damage to Ponyville but Twilight on the other hoof have including mind-controlling the populace and forcing them to fight with her want it, need it spell, subverting natural laws by forcing the parasprite to change their eating habits causing them to destroy the town, and also dumping out Ponyville’s water supply.
