According to the general lore/character bio, Delta Vee works in an aviation-focused junkyard. She works with metal, grease, rust, and various other mechanical fluids.
She wears a shirt the same reason cooks wear aprons. Spills and spatters and the like are unavoidable. It’s easier to just let it hit the shirt and not worry about it than it is to have to clean motor oil or antifreeze out of your coat. Some of those fluids probably would stain, bleach, or otherwise permanently discolor her fur in short order during a typical workday.
Why she wears the shirt isn’t really a mystery. Why she doesn’t get a new one is also not a mystery. She’s not trying to impress anyone at the junkyard. She doesn’t wear it when trying to pick up at the bar when she is trying to look impressive.

I’d guess there’s something sentimental about it, but I wouldn’t think you’d throw something special like that on the floor, a wild sweeper might appear but it IS kinda dirty anyways…
I’ve always wondered why she wears it in the first place. She’s a pegasus. I would think having a constricting shirt constantly holding your wings to your body would get annoying over time.
I dunno. I see it just fine.
