Well,first ponies would probably wonder why their divine leader is putting for vauge and populist rhetoric in the streets or why she is putting signs against herself and her over 1000 year reign. Moondancer would probably assume that Celestia was mocking her and either walk away in impotent rage or attack her in a fit of deranged madness where she fail to do any damage and would be arrested and probaly have to take anger management classes or be imprisoned for some year to life for assult charges on a royal head of state.
 
After that Celestia would go back to her palace for tea time while lowering state funding for public education while banning assault pies. The media will put the story on page 11 in a small box on weird events happening in canterlot while the front pages talks about the griffons hacking the postal offices.
