How about the Element of Forgiveness? Sunset might have a temper, but she certainly doesn’t hold a grudge. Not even in cases where she’d have had a damn good reason to (Wallflower, anyone?).

Sunset can literally empathize by touch due to superpower.
Starlight does guess work and rely on shared emotions. she can empathize with outcasts and the marginalized, but cannot empathize with normal ponies.
If Starlight was the one who had to face Wallflower she would probably have far less trouble because
1: Starlight barely has any friend.
2: Starlight never insisted to other ponies that she’s good. Unlike Sunset who had built up a reputation, Starlight meanwhile is relatively unknown to the general public and for all of Season6 she went with the assumption that ppl wouldn’t like her by default, that’s why she never made any friend except for Trixie.
3: She knows full well what it’s like holding a grudge, being suspicious at somepony and abusing mind-control magic to compensate for insecurities.
4. Starlight’s an outsider.
Sunset can have her empathy title, but Starlight is still the one most well suited to negotiate with criminals or to prevent ponies from crossing lines.
Sunset can literally say “I know exactly how you feel.” But Starlight’s the one who could really say “I’ve been there.”
Hence why she’s probably gonna the “element of Justice”.

DWK brought up once how they both kind of fit the empathy thing. But maybe as another alternative, maybe Starlight’s could be Forgiveness instead? That way the two of them can have something different.
I wonder if that means when the element activities their minds merge into one hive intelligence
