An understandable precaution. Even without their magic, the Dazzlings could be dangerous if left to their own devices.

A spell like that should, at least, keep them out of trouble. Once they’re nicely bound up, they can be stored somewhere safe and secure. That way, they can be kept in custody for a good long while. I’m sure they’ll be in good hands.
