“Eating” somebody, or more commonly “eating them out”, is slang for cunnilingus. Terramar is worried about legends where griffons eat hippogriffs in the sense of literally eating them, but Silverstream misunderstands what type of eating he means (or possibly just decides to mess with him) and reveals that Gallus gives her oral sex.

As I understand it, the idea is less that hippogriffs are physically part griffon and more that hippogriffs are genealogically part griffon. Hippogriffs being the offspring of griffons and horses is something that shows up in most medieval myths about hippogriffs, and in a lot of modern works too.
In fact, the very first appearance of any note of hippogriffs in literature – in Ludovico Ariosto’s epic poem Orlando Furioso, where Ariosto more or less invented the myth of the hippogriff – explicitly describes hippogriffs as such:
