I’d suggest not using quotes in that way, then, unless she actually points out that it was a quote or it is immediately obvious it is a quote (a short phrase or question restated from within that comic). The last use of the quotes genuinely still feels like it’s a scare-quote.

I think you’re going a touch too far. Bug as in insect. Some bugs (in the loose definition of the term) are parasites, like fleas and internal worms and such. Luna called the Nightmare a parasite and Twi misremembered.
Those weren’t meant to be scare quotes, just regular quotes from an unseen previous conversation.
The scare-quotes are a touch confusing, but the comment about bug makes me think. Bug, in its modern sense, is derived from insects crawling around in electronics (the first computers) and shorting it out with their bodies. Could we assume she is using it rather more literally since Equestria here doesn’t seem to have such equipment to give rise to that definition?
Is Nightmare Moon actually Chrysalis in disguise, and is Luna in a pod somewhere struggling to contact anypony that will believe her?
