Agitation for minimum wage and safe working conditions, elimination of child labour, fair legal rights of minority ethnic groups and sexualities, ending of slavery and indentured servitude were all worthy goals that involved political struggle.
You can't really say that people shouldn't have agitated for these things (because they do anyway) and remain apathetic to preserve some sense of order in a situation that is horrible for them.
The rest of your post I can't be bothered with, I doubt your concern for my safety considering you would have ideas that endanger me to be allowed to propagate.
