I have no sympathy for her.
 
She was not only more then willing to use other ponies as stepping stones, but endangered almost the entire academy with her tornado stunt.

She was definitely wreakless, but you can say pretty much the same for Rainbow Dash. Other than that she was getting the job done and with some discipline and maturity she’d be Wonderbolts material. I believe Spitfire demoted her and made her help the mane 6 fix up their balloon instead of kicking her out of the Academy.

It's a cartoon show!
Lightning dust lost control of the Tornado and that same Tornado could have very well gotten back to the base and caused a lot of damage. Nonetheless I do not think that she was kicked out of the Academy rather she was demoted and reprimanded.

We don’t know if she was actually kicked out. It’s more likley that she was simply demoted or diciplined. Would be extremley harsh of Spitfire to expel her for the very behaviour she was rewarded for even if she had a change of heart on the matter.
