Verko didn’t died in the movie. Remember how Tempest electrocuted Grubber after he gives her one word for her, “spongecake” but he survived. Verko survived Tempest’s electrical blast and fainted after saying “Not bad…” Verko is still alive and he appeared in the ending credits. I don’t know why he and Capper are the only Klugetowners to join the Friendship Festival at the end of the movie. The gameloft event “New Horizons” which is set during the movie explains what happened to Capper, Captain Celaeno and her crew after their ship was destroyed they escaped the destruction of the latter’s ship and went to Klugetown to lead the inhabitants of the city to revolt against Verko. Celaeno and Capper realize their common interests in helping the Mane Six, and decide to set out after Celaeno used her treasure to pay off Capper’s Debt But Verko refused to let them go due to causing him problems. He attempted to arrest Capper and Celaeno, who in turn the rest of Klugetown, who also hated him, to rise up and kick him out. But unfortunately however, he returns to town and forgives them. While Capper and Celaeno give up and went back to the Basalt Beach.
Capper is not a villain, he was just trying to survive in the cruddy town he lived in. Twilight is not a villain either, despite that one moment, she was the one trying to stop the Storm King in the first place. Also, Verko killed? Really? I’m pretty sure he just passed out, and he was alive and well in the credits.
