Kinda late to the party, but I would see it as working more or less like a lion’s mane. which might actually be where the influence came from, either here or in the original myths.
 
Or alternatively, as @God of Steak suggested, like an Eevee’s or a Flareon’s fluff collars.

Funny thing, while I’d normally find a mane like that disgusting, somehow it actually works for me on MLP Kirin. Maybe it’s the way they animated it, it just looks soft like alpaca wool, not tangly. Or maybe it’s just that Autumn Blaze was so freakin’ cute it simply couldn’t detract from her adorableness. Whatever it was, I actually like the kirin fluff and wouldn’t want them to shave it. But if I saw that on really anything else I’d want it gone before I’d even want to touch it.
 
In any case, I was just thinking Applejack would probably want to keep her hat on, so if someone wanted her to take it off, what would she ask for in return?

the one thing about Kirin design I dont like is their ‘mane’. specifically the way it goes around their chest. are they hair left and right connecting? is this chest hair?  
if there were male kirin they could make it look cool, but on females =/  
I think their scaled backs and horns and curvy ears are cute though
