No, not luck or the Mane 6 hadn´t arrived just at this exact time.  
The expulsion was not rightful or appropriate, it was pure hypocrisy and a waste.

No, it’s really just luck. Luck that Rainbow Dash prevented her from actually killing 5 ponies by way of a pointless, reckless stunt. Luck that she was only (rightfully) dismissed from the academy and not given the full punishment she deserved for her complete lack of guilt or concern. And luck that Rainbow Dash was there again to prevent her from killing Scootaloo after she pressured into something she wasn’t ready for and didn’t want to do.
 
Spitfire wasted nothing, because she was clearly never going to be up to the standards required for an actual, elite team.

LD wouldn’t have been punished. According to the legal code Spitfire would’ve been the sole defendant. If the range was a military installation LD would’ve been a claimant instead of just a witness.  
tldr LD could’ve sued SF in real life.
