Even despite our EEA status reinstated by Chancellor Neighsay, we don’t have enough annual government funds to hire and train extra staff, ever since Cozy Glow mismanaged our funds and wasted 3/4 of our school budget on lavish gifts, parties and concert events for the entire student population!!  
And you never once thought about setting up fundraisers across Equestria to combat your financial woes??!!!

ALl the cleaning staff had to quit or were laid off due to PTSD from out student drug-cooking chemistry shenanigans!! Unless we can build ourselves a ton of roombas, we are stuck in trying to keep this school in one piece together!!
