i think it is funnier if it was Twi’s fault due to testing an experemental spell, it going wrong, and Flurry teasing her aunt about it, esp since nopony knows any counter spells to fix the accident

Going to guess this is entirely Flurry’s doing, she wanted to try being the adult so she swapped places with Twilight. However I think only their bodies changed, their minds are still the same. So Flurry’s still a baby in there and Twilight’s still mentally an adult.
