Just like Kaa from the Jungle Book is considered to be the “mascot” for hypnosis/mind control fetishists, DOn Turtelli is basically the “mascot” for tickle fetishists
I always saw him as a kind of running gag, albeit a slightly subversive one. Like Police Academy’s Blue Oyster, but more family friendly.
