No, they aren’t.  
Which makes it all the more weirder because I did compare the older Muggs to Pops based on what they are, and Pops actually has mugs to drink off from, yet Muggs never did when it’s the most obvious merch you can make based on the name alone.

Yeeeeeaaaaah, the expressions on the new Muggs kind of warrant that, since they try to go for a very VERY chibi-like look. While the older Muggs kind of did that as well, it wasn’t as exaggerated as they are now.

I remember Mighty Muggs, they were essentially what Pops figures are, a simple model used for various characters, but were mostly used for Marvel, Star Wars, GI Joe, Indiana Jones, and Transformers, more action.adventure oriented franchises. I kind of miss them, these new ones with the head-pressing-face-changing thing kind of doesn’t reached me as much.
 
It also doesn’t help that the expressions used for Twilight are some of the most suggestive expressions I can find on MLP merch.
