I believe that this change will occur during an episode where a conflict between the two brothers will break out.

Friendship University was entirely the fault of the writers. 99% of the stuff that happened in that episode was stuff that Flim and Flam would never do. They’re sneaky, dishonest and mischievous, but they’re not cruel or evil like how the writers characterized them in that episode.
 
Selling cheap dolls at Christmas is definitely something they’d do, though. But it’s not like they show hatred and loathing of Applejack, or have any intent of doing harm to anyone, and I think they’d easily befriend her. They’re the kind of ponies who don’t have any sense of vengeance or grudges, and I’d say it would be fairly easy for them to reform and make friends with Applejack.

No such thing as unable to change, and quite the contrary. Flim and Flam have proved they are capable of change. Someone clearly hasn’t watched Viva Las Pegasus.
