I think I remember getting him at the end of one of the quests. So I guess if you keep playing, eventually you will get that quest.
However the Winged Spike quest was a limited time quest so you won’t be able to get that one unless they offer it a third time (you just missed the second time it was offered a few days ago).

Also they had years to ’ve done it better.
Sadly these are the models gameloft uses for the MLP app… They could’ve done better tbh…
