Because he’s an arrogant supervillain who is so incredibly overconfident that he loves to gloat all his evil plans and secrets to his victims and give them all the time they need to mourn their loss, while actually just buying them time to figure out how to beat him. Sigh! Supervillains really never do learn that lesson.
