Yeah, there’s no Omega-X Only a Copy X which was created by Ciel to be the new X with his body seal and his mind now a cyber elf (more or less a ghost), however he took to his programming of protecting humans from mavericks to complete zealotry and would slaughter reploids and create a tyranny within Neo Arcadia just to accomplish this goal.
 
Essentially he’s what X might have become if he didn’t have a heart.

Gathering information. I surmised that might come from the concept art which is said to have been a shell that contained the “external upgrade to Zero’s original body”
 
The reason why he probably doesn’t look like the original, is probably due to clashing art style. When you see the sealed body of X to old off the Dark Elf in 2, it appears more like the Zero style then classic. So, you could say they probably had upgrades during the elf wars that altered their appearance, and Omega has Zero’s original form that time while he has a comparable if not stronger duplicate.

I recall hearing that Omega Zero was originally supposed to actually use the original Zero sprite from the Mega Man X games (since it IS supposed to be Zero’s original body and all that), but they weren’t able to do that for some reason.
 
I’m pretty sure there’s also an “Omega-X” character in one of the Zero games, which was itself apparently planned to have a much more complex boss fight, but technical limitations prevented that.
