Do you mean who would win in a fight or who would win in a popularity contest?  
Because in a fight? Garble. Stop and think about it. It’s a winged feathered beast who as far as we know hasn’t actually got into any major fights vs. a winged scaled beast who breathes fire that fights for fun.
 
In a popularity contest? Gilda. Why? Because she’s had her redemption already and even if she hadn’t her design is a lot cuter than Garbles. Also we all know about the “When it’s a male it’s evil but when it’s a female she’s misunderstood” mentality. People always seem to side with females.

Besides garble is a lot worse than Gilda because he’s a dragon for crying out loud not to mention that he also encouraged spike to kill an unborn baby phoenix seriously Gilda is definitely a lot better than garble without a doubt.
