Most likely he just woke up unsure what had happened, since as I recall Tirek drained him unconscious. Its not unusual to lose a bit of memory when you lose consciousness.

They missed a golden opportunity to have a little fun with Tirek in the episode. Imagine that in order for him to blend in, he gives up his magic, keeps it stored somehow, and regresses back to his frail first form. He dons a holiday-themed hooded cloak similar to the black one he wore in Twilight’s Kingdom and wears a festive mask (most hilariously if it’s of Pinkie Pie). Then Tirek pouts and complains about how he has to wear such a ridiculous get up, and the mask of the pony he hates the most, to which Cozy Glow reminds him that unlike herself and Chrysalis, Tirek needs to take extra steps to blend in.

I know the Summer Sun Celebration isn’t Mardi Gras, but I could see Pinkie Pie, Rainbow Dash and Rarity persuading Twilight to make a few festive changes to make the last Summer Sun Celebration the most memorable one of all. And since it’s the last celebration of Equestria’s most important holiday, signifying the beginning and end of an era, ponies and creatures from all lands would flock to Canterlot to witness the event. And with such a massive and diverse crowd, security increases significantly. Then the episode would play out like it did, but instead of the villainous trio deliberately sabotaging each pony race’s group’s activities without sowing any intertwined conflict between them, their acts of sabotage would look like acts of foul play or terrorism from the other races, causing mass panic, riots and a crackdown. In the chaos, they capture a guard, steal his medallion and enter the castle, probably with Chrysalis posing as the new captain of the guard and sneaking Tirek and Cozy Glow in, considering there’d be more security.

Hell, a setup like that would’ve been far more intriguing than that lackluster excuse of a social gathering we got in the actual episode. The energy, excitement and sheer crowd mass of what’s built up to be the last celebration of Equestria’s most important holiday pales in comparison to Winter Wrap Up, the Grand Galloping Gala, Nightmare Night, and Heart’s Warming Eve, among others, and would’ve provided a hilarious and logical justification for Tirek going there instead of making the “increased security” non-existent everywhere else in Canterlot and make the number of attendees at the event seem like the same amount you’d find at a preschoolers’s graduation ceremony. But most importantly of all, it would’ve given more teeth to the Legion of Doom’s divide and conquer plan as every group turns on each other out of fear, and we’d see firsthand the sheer hysteria just three criminals created and fear what could result from them doing it again on a massive scale. But alas, the last season of the show has neither the budget nor the competent staff to pull off anything akin to what I just came up with just from one funny alternate scenario idea.

I guess I ought to bring up Glitchtale again as an example of what I mean.

Okay, upon rewatching the scene, I realize Cozy Glow and Tirek had to mug the guard to get his medallion to open the door. My mistake for getting that wrong. But that still doesn’t answer what happened to him after they got the book. Did Tirek give him his medallion and magic back too and expected him not to spill the beans to Celestia that three dangerous criminals were on the loose? Did they kidnap him, and give him his magic back only to be cocooned by Chrysalis? Was he one of the ponies that was treated for illness? Did they wipe his memory? I wouldn’t be criticising that scene so much if the writers gave us a logical explanation for why the Legion of Doom’s cover wouldn’t be compromised.
