I got a few books like this for my niece. The pages are layered. The top layer is made with a porous laminated fabric material. The black and white image is printed onto the top layer. The colored image is printed on the layer underneath it. When it’s dry, the top layer and bottom layer are separate. However, when moisture is applied to the top layer, it soaks through the fabric, and the water tension creates adhesion to the layer beneath it, causing it to appear visible through the top layer.
 
This same principle is used for creating moisture detectors on electronics, applying decals to glass, and improving the effects of your college bar’s wet T-shirt contests.
