I would say the priorities are:
paid commission > artist > request > audience
Currently Derpibooru defines it as: §2
artist > audience
Unless the artist changes the commission in a way that it affects the artwork (which should be done before agreeing on it, or the commissioner should be refunded based on what it is). Then the artist will go before the commissioner. But it’s a specific case.

In this case, if the artist agreed on drawing the commissioner’s idea; but only changing the concept (the implied shipping), without changing the art. I’d say the commissioner still goes before the artist.
@Background Pony #58E0
I asked on her Discord in May and she said it was just friendly, but if you’re the commissioner, then feel free to update the tags here.
As the one who paid her this/my commission, I had in mind with the characters that it is shipping. Even if it isn’t tagged, it still is for me (also Kat - told me that she - doesn’t really look or update her art from here so I wonder if she really said so about not being shipping :|, as I gave her the details of the commission, it wasn’t difficult to know that I meant shipping).
Not that much, I gave her the freedom to draw the pose and so far I’ve been satisfied by the result.
But I get the reference and why you thought about it (maybe she has been inspired by it, idk I didn’t really asked her since ^^).
@Draco-knight-Blaze
It’s not so much of a anime, it’s like a “meme pose”. I myself am not sure witch is the original because the pose is parodied all the time.
But if it didn’t ring any bells for you it’s probably not it.

Still better than the majority of EQG content this year
“I’m a pony!”
(snuggles)
Radioactive underwear.
Actually, shipping law dictates that any two characters in the same space are to be in love.
Yes, that is a better name than meme pose lol
Ahh, so you mean it’s a type of stock pose? :)

I’ve never seen that anime before so that can’t be where it’s Familia from
This reminds me of the “kannazuki no miko pose so it might be it.
