At least in the U.S., it’s still very much a gray area. I think it is clearly illegal in the UK and Australia to have any depiction of someone that appears to be a minor real or otherwise. There have been instances where child pornography was created from multiple images of different children even if the image didn’t portray any one particular real child. Whether this applies to cartoon ponies is anyone’s guess.
 
Art depicting clearly unreal minors in the U.S. falls under obscenity law rather than child pornography, and the Miller test is applied where something is considered obscene according to:
 
  • Whether “the average person, applying contemporary community standards”, would find that the work, taken as a whole, appeals to the prurient interest,  
  • Whether the work depicts or describes, in a patently offensive way, sexual conduct or excretory functions specifically defined by applicable state law,  
  • Whether the work, taken as a whole, lacks serious literary, artistic, political, or scientific value.
     
    There have been an extremely small number of cases to test these laws. Most of them involve actual child pornography as well, but there was at least one case where a man was convicted under obscenity law and got 20 years because he used a state computer to access “obscene Japanese anime cartoons that graphically depicted prepubescent female children being forced to engage in genital-genital and oral-genital intercourse with adult males.”

Or it will all be foalcon. Someone will make the argumentthat because she was artificially aged up in cannon (but not actually any older), you can’t be sure if an aged up CMC is REALLY an adult or not.

That’s not how it works, people made foalcon art of the mane six and the princesses and other ponies who were of age for the duration of the show, it is stupid to assume people will stop making foalcon of the CMC because they aged in canon.

Unfortunately, there’s no getting around stupidity. It’s been made clear time and time again throughout history: bans don’t work. Pornography involving consenting parties creates no victims because they all agree to it. Pornography involving fictional characters creates no victims because they are FICTIONAL.
 
As far as social corruption or some garbage like that goes, that is SEVERELY undermining an everyday person’s ability to separate fantasy from reality. It equates to the absurd video game violence argument. Fantasizing is(mostly) a HEALTHY activity.
