If Cozy’s cutie mark is the mark of a born ruler, then that’s her calling in life. What she was born to do. It’s just a question of her learning to do it right, instead of going about it in a childish/immature way.

We could throw around “What if…?” questions all day.
 
Even if Cozy was going through some sort of phase, or had a reason to be the way that she is (e.g. typical tragic background), it was never even hinted at or implied in the show. Not to mention that it doesn’t seem to have anything to do with any personal insecurities or anxieties she might have, since she never once seems to doubt herself or feel threatened. Even at the end of Season 8, when cornered by the Princesses and the Royal Guards, she seemed annoyed more than anything else. She didn’t seem to be worried or scared in the slightest, and as soon as she was in Tartarus she was ready to plot her next move. She never seemed to demonstrate any regrets for her actions.
 
I don’t know how much more sociopathic/psychopathic you can get than that in what is ostensibly a children’s program.

What Cozy’s evil is just a phase? What if she grows out of it. Plenty of kids are really mean but eventually learn to be better than they are.

I wouldn’t say that about Starlight. She genuinely believed she was doing good for the ponies that lived in her village, and believed that a world with cutie marks was objectively worse and more miserable than a world without them. It wasn’t until she was shown that the evidence clearly contradicted her views of the world that she was willing to try something new.
 
This differs from Cozy Glow who willingly puts on a facade to trick others into doing what she wants them to do.
 
I’m not justifying what Starlight did, far from it, and I still wish she refused Twilight’s friendship and went on to become the ‘Big Bad’ of the show. However, her intentions were good, and that’s what I’m getting at here. Starlight wanted to bring equality because she thought it would make the world a better place. Cozy Glow just wants power, and is willing to destroy any who stand in the way of her ambitions.

Yeah, she was fully aware of her actions and the consequences they had. In a way I see her as being a sort of psychopath/sociopath because she knowingly misled and manipulated those who trusted her to achieve her own ends, without caring in the slightest about how it would affect others. It’s primarily for that reason that I don’t think she could ever be reformed.
