I am also inclined to assume it’s the same character. The unkempt hair matches the messed-up shirt and helmet so I assume it’s part of the costume.

Guess I was wrong. I don’t understand why anyone figured to come up with a new name after her appearance in “Stranger Than Fan Fiction”, but this is not a different filly. This is Peach Fuzz who wears a Daring Do cosplay with a mane wig and a tail wig.  
It’s rather easy to see that, as the cutie mark, the coat color and the eye color are the exact same as Peach Fuzz’. There have been cases of seeing two ponies with the same cutie mark, but since the coat color and the eye color are the same ones, too, it’s very clear that this is Peach Fuzz in a costume:
