I don’t use Sai, but if I may take a stab in the dark using my experience with other programs.

The blur tool softens the contrast between colors, while the water tool actually pushes around the colors while blending them.

I think the hair shadow looks better with the blur tool, but the water tool for all else.

Thats depends how I use it.
hmmm
I could make the blur version the same as the water version.
They both was recolored all over again, so the shade edges changed a bit :T
