This is because pegasi were supposed to be acient Grome with all these therma things. IMHO.

I still say there was a Pegasus industrial revolution during this era.

They were poor because of a long starvation due to snow and cold. I suppose Pegasuses got it easier because they lived on clouds where there wasn’t any snow since snow fall from clouds. Same for the cold in altitude it is alway colder so they might support it better than other ponies.
 
They are better suited to made it through a climate crisis, which is ironical for the race that control weather, but there is sure some situations where earth ponies or unicorns can get it easier that the others.

It just shows that the Pegasi distribute their wealth evenly, unlike the Unicorns, who’s wealth is focuses on the eilte and royals.
